ICOR declaration: Forward with the popular uprising in Bolivia, an end to oppression!

The package of reactionary reforms being pushed by the government of Rodrigo Paz has mobilized the militant Bolivian people.

In defiance of its campaign promises, the government of Rodrigo Paz published a list of 10 priority laws on May 9, 2026: Hydrocarbons Law, Investment Law, Mining Law, Green Economy Law, Law for Bolivian Entrepreneurs, Electoral Law, Judicial Reform Law, National Security Law, Law on the Reduction of the State and Bureaucracy, and a new Electricity Law.

In practice, this means handing over the country’s natural assets and resources to imperialist monopolies, as well as expanding the legal instruments for suppressing the people’s struggle. In return, it receives the support of U.S. imperialism, the genocidal state of Israel, and the fascist and capitulationist government of Argentine President Javier Milei.
 
The trigger for this massive mobilization, in which millions of Indigenous people, workers, miners, and Bolivian peasants are participating, was Law 1720, which authorized the National Institute for Agrarian Reform (INRA) to reclassify small rural plots of land in order to allow their purchase by large landowners and thereby displace small farmers and Indigenous people. Although the government withdrew this bill, the struggle for the resignation of President Rodrigo Paz continues amid an economic and social crisis as well as the scandal surrounding the trade in adulterated gasoline.
The mobilizations, which included long marches to La Paz and dozens of roadblocks, are supported by the COB trade union confederation, the CSUTCB union of agricultural workers and indigenous farmers, the indigenous farmers’ organization Federación Tupaj Katari, neighborhood councils, teachers, factory workers, farmers, and indigenous peoples of the Amazon region. An indigenous march traveled from Pando to La Paz over the course of 24 days. In particular, significant segments of the miners’ movement are playing a leading role and are at the forefront of the struggle.
 
State repression began last December in Cochabamba with two fatalities and dozens of injuries, and escalated by May 16 with a clearance operation that was overshadowed by the murder of two more demonstrators, 127 arbitrary arrests, and dozens of injuries, including journalists.
 
In light of these events, the International Coordination of Revolutionary Organizations and Parties—ICOR—raises its loudest voice of solidarity with the heroic Bolivian people and further commits itself to advancing as far as possible the struggle of the workers and the people in our countries for their demands and the opening of an anti-imperialist revolutionary perspective with an uninterrupted march toward socialism.
